Easier, Cheaper Access to School Spaces

Full Title:
Community Use of Public School Facilities Act

Summary#

This bill sets a province-wide policy for community use of public school buildings and grounds in Nova Scotia. The goal is to make it easier and cheaper for local groups to use school gyms, fields, and rooms after school hours.

  • The Minister of Education and Early Childhood Development must publish a standard policy within six months.
  • The policy will include online booking, clear rules, and a list of allowed events and activities.
  • Community sports and recreation groups will not pay rental fees.
  • Other community groups will pay reduced (minimized) fees.
  • Groups must name a person who is responsible for leaving the school in good condition, so a custodian does not have to be on-site at all times.

What it means for you#

  • Community sports and recreation groups

    • No rental fees to use school gyms, fields, or rooms for practices, games, or activities.
    • You must follow the rules and name a person who makes sure the space is left clean and in good shape.
  • Other community groups (arts, cultural, seniors, non-profits, neighborhood associations)

    • Lower rental costs than before. The exact amount will be set in the new policy.
    • Standard rules and online booking should make it easier to find and reserve space.
  • Parents, students, and local residents

    • More low-cost programs and activities in nearby schools after hours.
    • Easier to see what spaces are available and when, through an online system.
  • Schools and education entities

    • Must follow one set of provincial rules for access, booking, and fees.
    • Will rely on the designated responsible person from each group to help keep spaces in good condition after events.
    • A clear list of permitted activities and expectations will come with the policy.
  • Event organizers

    • Expect an online booking process and clear terms for using school spaces.
    • You will need to name a responsible person and follow use rules set by the province.
  • Timing

    • The new policy must be published within six months after the law takes effect. Changes in booking and fees would follow that policy.

Proponents' View#

  • Makes public schools more accessible and affordable for community use across the province.
  • Removes cost barriers for kids’ and community sports and recreation.
  • Sets simple, uniform rules and online booking, which reduces confusion and delays.
  • Uses public spaces more efficiently during evenings and weekends.
  • Having a named responsible person helps keep costs down by reducing the need for custodians to be on-site for all events.

Opponents' View#

  • Ending rental fees for sports groups could reduce money schools use for cleaning, utilities, and repairs.
  • More after-hours use may mean more wear-and-tear, noise, or scheduling conflicts.
  • One province-wide policy may not fit every school’s local needs or conditions.
  • Not having a custodian on-site could raise safety, security, or liability concerns.
  • “Minimized” fees for other groups are not clearly defined yet, which could create confusion or disputes.
