Nearby residents and businesses
- Expect a cohabitation plan for each authorized site, with measures on cleanliness, sanitation, and safety around the building.
- There must be a way for residents to give feedback throughout the authorization period.
- The province will publish the address and conditions for each authorized site online.
- If a grandfathered site (one that existed on Nov. 13, 2025) causes impacts beyond normal neighborhood nuisances, your municipality can hold a public consultation and notify the Minister, which can block renewal.
Parents, schools, and child care providers
- New schools and licensed child-care centers cannot be opened within 150 meters of an authorized site.
- Moving an existing school or child-care installation into a 150‑meter zone near an authorized site will be refused.
- The 150‑meter rule does not force existing nearby sites to close during their four-year authorization.
Police and health services
- Police and Santé Québec are partners in each cohabitation plan.
- Santé Québec must map clinical service pathways so clients can be taken in charge by health and social services nearby.
